New Energy Vehicle Consumption Shows Jumping Growth

According to the latest statistics released by the China Association of Automobile Manufacturers recently, despite the impact of the Spring Festival holiday, domestic automobile production and sales in February showed a declining trend year-on-year, but new energy vehicles continued to maintain rapid growth. In February, the production and sales of new energy vehicles were 39,230 and 34,420, respectively, an increase of 119.1% and 95.2% respectively. From January to February, new energy vehicles produced 81,855 vehicles and sold 74,667 vehicles, an increase of 225.5% and 200% year-on-year respectively. The production and sales of pure electric vehicles completed 56706 vehicles and 50,253 vehicles, respectively, an increase of 168.4% and 164.3% respectively.

The rapid growth of data is inseparable from policy support. As early as 2009, the government began to implement the subsidy policy for the purchase of new energy vehicles. After that, it was also exempted from the vehicle purchase tax for new energy vehicles. This trend will continue for some time to come. The preferential policies for the purchase of new energy vehicle vehicles will be extended for another three years. In addition, the government also explicitly stated that in order to support the consumption of new energy vehicles, local governments are encouraged to support the purchase of new energy vehicles and the convenience of access.

Relevant departments are also accelerating the implementation of relevant support measures. According to recent sources, the Ministry of Industry and Information Technology, the Department of Transportation Services of the Ministry of Communications and the Energy Department of the Energy Bureau jointly organized trips to Nanning and Changsha to conduct field research on the specific requirements for new energy vehicles and problems in charging infrastructure construction in the transportation industry.

Li Shaohua, Assistant Secretary General of China Automobile Industry Association, said that the current development of new energy vehicles has been guided from full subsidies to the stage where policies and markets work together. In the future, new energy vehicle products will have higher requirements. Policies guide the rapid development of new energy vehicles. With the current increase in subsidies, how to resolve the contradiction between the requirements of the country and the market demand requires the government, the enterprise, and the market to work together.

Continuous measures to nurture new growth points for consumption

The jump in the consumption of new energy vehicles is only part of the overall upgrade of China's consumption. It is understood that China will continue to introduce a series of measures this year to actively expand new growth points for consumption.

In addition to new energy vehicles, it will also expand the scope of parallel import pilots for automobiles; encourage and guide the consumption of green products such as energy-saving, environmental protection, and low-carbon; cultivate and expand emerging information consumption such as smart homes and wearable devices; promote digital homes and remote customization; Experience the development of emerging consumer sectors such as sharing; promote digital consumption, speed up the integration of e-commerce and physical sales; accelerate the upgrading of tourism consumption, implement inbound tourism promotion plans, reduce the price of tickets for key state-owned scenic spots, vigorously develop global tourism, and promote the economic development of cruise ships.

Gao Yuwei, a researcher at the Institute of International Finance at the Bank of China, said that this year's government work report clearly proposes to actively expand consumption, and the introduction of relevant consumer policies is conducive to promoting consumption growth from multiple aspects.

Gao Yuwei said: First, continuing to reduce taxes and fees will help increase income for residents, and will increase the basis for consumption growth. Second, the network will further increase the speed and reduce fees, which is conducive to the growth of information consumption. Third, the implementation of the strategy for the rejuvenation of villages will help increase the consumption of farmers in rural areas; The fourth is the extension of new energy vehicle purchase tax preferential policies and the reduction of ticket prices for key state-owned scenic spots, which will strongly support the growth of consumption in related fields. Fifth, the government will support social forces to increase the provision of services such as medical care, pensions, education, culture, and sports. It is conducive to meeting residents' service-type and development-type consumption demands; and sixthly, the import tariffs on automobiles and some daily necessities are lowered, which will help stimulate the consumption of related imported goods.

Liu Yuanchun, vice president of the Renmin University of China and executive dean of the National Development and Strategy Research Institute, said that improving the institutional mechanisms for promoting consumption and enhancing the basic role of consumption in economic development cannot stimulate consumption on consumption. To implement supply-side structural reforms that match consumption, and promote the release of China's high-end consumer goods supply and demand capabilities, we can consider adopting a medium-to-high-end consumer promotion strategy that corresponds to the poverty relief subsidy strategy. In addition, we must increase public services to speed up people’s livelihood and reduce the level of prudential savings that residents provide for old-age, health care, education, and other services, so as to increase consumption rates.

The trend of upgrading consumption structure in the first two months is obvious

In fact, the upgrade of the structure is evident from the latest released consumer data. According to statistics released by the National Bureau of Statistics, from January to February, the total retail sales of social consumer goods was 6.1082 trillion yuan, a year-on-year increase of 9.7%, and the growth rate was 0.2 percentage points higher than the same period of last year.

Among them, some products related to consumer upgrades continued to maintain rapid growth. From January to February, the cosmetics, household appliances and other commodities above designated size increased by 12.5% and 9.2% year-on-year, respectively, 1.9 and 3.6 percentage points over the same period of the previous year, respectively, and the year-on-year growth of communications equipment goods. 10.7%, maintaining double-digit growth. From the perspective of consumer business, the growth rate of online retail sales exceeded 37%, which was 5.4 percentage points higher than that of the same period of last year. Online consumption led to the development of offline, online and offline consumer convergence.

For the 0.2% increase in speed, Mao Shengyong, a spokesperson for the National Bureau of Statistics, said that, first, the residents' income growth is accelerating, and in 2017, the per capita disposable income of the country’s residents actually increased by 7.3%, which was a 1 percentage point increase over the previous year; The growth rate of online consumption is accelerating. Third, the consumption growth of automotive products is relatively rapid. On the one hand, there is a certain amount of expansion. On the other hand, the more important is that the average unit price is increasing, reflecting that many residents upgrade their car consumption. This is also an indication of the upgrading of the consumer structure.

Gao Yuwei said that from January to February this year, the online retail sales of physical goods increased by 35.6% year-on-year, an increase of 10.1 percentage points over the same period of the previous year, and accounted for 14.9% of the total retail sales of social consumer goods. In the same period of last year, the increase was 3.8 percentage points, and the trend of consumer networking further showed. From the three types of food, clothing, and consumption, online food consumption related to food has the fastest growth, with a growth rate of 57.3%, which is 21.7 percentage points higher than the growth rate of total online goods consumption. This is fast food delivery. The prosperity is evident. At the same time, the growth of online service consumption is faster than online product consumption. The growth rate of non-physical goods online consumption is 48%, which is 12.4 percentage points higher than the online product consumption.

Looking forward throughout the year, Mao Shengyong stated that because of stable economic development and rapid increase in residents' income, the employment situation has continued to improve. Under such a large environment, the scale of consumption has continued to expand, the consumption structure has been accelerated, and the contribution of consumption continues to increase. This is a basic trend. Therefore, the total retail sales of consumer goods and household consumption in 2018 will maintain a steady and rapid growth.
