2.1 Bidding content: Hebei Xibaipo Power Generation Co., Ltd., Hebei Xibaipo Second Power Generation Co., Ltd. Tooling procurement.

2.2 Number of bidding plans: A total of 1360 sets, of which:

HBCT-160234-005: 940 male models;

HBCT-160234-006: 420 sets of female models.

Each set includes: a half-sleeved shirt, a long-sleeved shirt, and a pair of pants. The colors of the half-sleeved shirts and long-sleeved shirts are all light-colored business lines. The pants are business pants, the color requirements are dark colors, and the clothes are commercial clothing.

2.3 Delivery time: 60 days after delivery of the tool size data.

2.4 Sources of Funds: Self-financing by enterprises.

2.5 Quality Objectives: Fabrics, styles, and colors must meet the bids selected by the bidder when the bidder bids.

2.6 Procurement Procedures: A two-phase approach:

The first stage: proposal collection. All bidders will send samples (limited to 2-5 sets) to the designated locations at the specified time according to the requirements of the bidding documents for program review. The bidders will present their presentations, experience of staff try-on, and expert review, etc. Up to 1 set of short-listed tooling styles shall be selected by the bidder, and the top 3 bidders in the comprehensive ranking shall be entered into the second-stage review according to the order of scores from high to low.

The second stage: Determine the successful bidder according to the bidder's bid for the confirmed sample.

3.1 An independent legal entity registered within the territory of the People's Republic of China; registered capital of not less than RMB 5 million;

3.2 The bidder shall be the manufacturer or authorized agent of the procurement project and shall not accept the distributor;

3.3 The bidder has a valid ISO9001 quality management system certification; GBT/T24001 environmental management system certification; occupational health and safety management system certification.

3.4 Performance requirements: In the past three years (since January 1, 2013, based on the time of signing the contract), there should be a performance for large-scale enterprises that has designed and manufactured work clothes.

3.5 This tender does not allow bidders to commission processing.

3.6 Has good bank credit and business reputation, is not being ordered to suspend business or bankruptcy, and assets have not been reorganized, taken over and frozen. Good financial report and statements for the past three years.

3.7 In the projects undertaken in the past, there were no technical, quality or commercial disputes where the bidder was primarily responsible.

3.8 The bidder did not default on any of the contracts in the past five years (2011 to present), or was executed, or any contract was terminated due to the bidder's reasons. There have been no lawsuits and arbitrations in the past two years.

3.9 The bidder shall not be in arrears with wages of migrant workers during the past five years (from 2011 to present).

3.10 This project does not allow subcontracting or subcontracting, otherwise the tenderee has the right to terminate the contract and confiscate the performance bond and reserves the right to hold him accountable.

3.11 The Commonwealth does not accept bids in this tender.

4.1 All bidders intending to participate in the competition are invited to participate in the bid from October 19, 2016 to October 25, 2016 (excluding official holidays), daily from 9:00 to 11:30 and from 2:00 to 5:00 At the time (Beijing time, the same below), contact the bidding agency and submit the qualification document.

4.2 Content of Qualification Document

The above materials as qualification documents require that all the qualification documents provided by the bidders must be true and valid, and that the relevant documents and documents during the implementation period of the contract shall be valid. Once false documents or content are found, no matter how tiny, they will be disqualified from competing.

4.3 Selling tender documents to potential bidders submitting qualified qualification documents.

5.1 The cut-off time for the submission of the artificial bidding plan and the submission of prototypes is tentatively scheduled at 9:00 on November 8, 2016. The location is Shijiazhuang City, and the specific location will be notified separately.

5.2 Overdue delivery or non-delivery of the tooling plan and sample clothing at the designated place, the tenderer will not be accepted.
