The reporter learned from the Ministry of Industry and Information Technology yesterday that, in order to regulate the development of the industry, the Ministry of Industry and Information Technology will organize the industry to formulate product standards, certify products and enterprises, issue guidance on the development of the polysilicon industry as soon as possible, and cooperate with enterprises to actively respond to anti-dumping lawsuits.
The Ministry of Industry and Information Technology pointed out that as an important part of the new energy industry, solar photovoltaic has been rapidly developed in China in recent years. However, due to the lack of overall planning, unclear industrial policies, and low barriers to entry, there have been blind investment and overcapacity problems in China. If they are not resolved in time, they will have a serious impact on sustainable development in the future.
Data show that in 2001 China's photovoltaic cell output was only 3 megawatts, and in 2000 it had reached 2,000 megawatts, ranking first in the world. Six years have increased by more than 600 times. The lucrative profits have prompted more and more funds to flow into the photovoltaic cell industry in the past two years. At present, China's photovoltaic cell output accounts for one-third of the world's total output. According to data from the China Investment Advisors Industry Research Department, 350 photovoltaic industry component enterprises in China have closed down, leaving only about 50 survivors.
Because 95% of China's photovoltaic industry's market is overseas, it relies heavily on the European market, especially Spain and Germany. Development is subject to changes in relevant national policies at any time. Once the policy changes, exports will certainly be affected, which will increase domestic overcapacity. In the near future, China's photovoltaic industry will have to resist anti-dumping pressure from overseas.
At the end of last month, two German solar cell manufacturers wrote to the German government and the European Union, saying that "Given that China's solar panel and solar cell manufacturing enterprises have received improper subsidies from the government, it is necessary to prevent power generation investors in geographical areas from purchasing related products. In addition, the German Photovoltaic Industry Alliance is also lobbying the European Union to conduct anti-dumping investigations on photovoltaic products from China, and the German side will decide before the end of the year whether it will seek regulatory measures on the alleged dumping of Chinese manufacturers.
For the internal and external problems, the Ministry of Industry and Information Technology said that the Ministry of Industry and Information Industry will conduct in-depth investigations and studies, strengthen industry management, and on the basis of completing investigations of national photovoltaic companies together with relevant ministries and commissions, issue guidance on the development of polysilicon industry as soon as possible, and proceed with the development strategy of the photovoltaic industry. It is reported that after the German solar energy industry filed an anti-dumping application against China, many domestic PV companies have set up a special working group under the leadership of the government department. The Chinese PV company delegation led by Chairman and CEO of Wuxi Suntech Board of Directors Shi Zhengrong has also Emergency traveled to Europe to communicate with EU-related companies on the anti-dumping of Chinese PV products.
Shi Zhengrong refuted the dumping allegations made by German solar equipment manufacturers on the 24th. He said that the Chinese government has plans to support the solar industry, but Germany also has such plans.
