The State does not provide long-term compensation policies for submerged cultivated land in the Regulations on Land Acquisition Compensation and Resettlement for Large and Medium Water Conservancy and Hydropower Project Construction (Decree No. 471 of the State Council). Therefore, there is no national-level policy basis for long-term compensation for reservoir migration.

Dai Bo: First, relevant state departments should study and formulate long-term compensation policies for reservoir migration. At present, the implementation of long-term compensation for land acquisition for hydropower project construction in China is still at the exploratory stage. Overall, the implementation effect is good and most immigrants are willing to accept participation. However, because the country has not incorporated long-term compensation into the reservoir immigration policy, there are inconsistencies in the implementation of standards between provinces (districts) and so on, and it is very easy to cause immigration among different projects.
Second, the long-term compensation cost of the reservoir is included in the power generation cost of the power station to ensure long-term source of compensation funds.
