The WTO Office of Ningbo Inspection and Quarantine Bureau recently received news that the two major categories of products, such as lighting equipment and TV set-top boxes, subject to the EuP Directive, have completed the formulation of the draft implementation rules. The regulation is expected to be officially adopted in early 2009. Although domestic producers have adjusted the production time of the products more abundantly, the situation is still not optimistic.
It is understood that the draft aims to reduce the energy consumption levels of the above two types of products through environmentally friendly design. After the implementation of the draft, domestic lamps and set-top box manufacturers face two major challenges: First, the product has to go through the inspection process in the European market. The two drafts require a random sampling of at least 20 and 1 in the entire batch of luminaires and set-top boxes from the same manufacturer, with an average sampling of no more than 10%. The second is a phased implementation plan. The regulations gradually tighten the luminaire performance regulations in phases from 1 to 8 years after the entry into force, and introduce the maximum energy consumption level of the set-top box in one year and three years after the entry into force.
As a major exporter of lamps and set-top boxes, China has occupied an important position in the international market. In particular, set-top boxes, which play an important role in the transition from analog-type broadcasting to digital broadcasting, are increasingly expanding in demand and will enter the EU market in the next few years, which is expected to become a new bright spot for exports.
As one of the major cities for China's foreign trade exports, the lamps and lighting equipment in Ningbo, Zhejiang Province has developed into the largest lighting production area in the country after two consecutive years of steady growth. The annual export volume of lamps, lighting fixtures and similar products exceeds 600 million US dollars, of which exports to Europe account for half of the country. According to relevant statistics, the EuP directive will be the first to bear the brunt of Ningbo's $4 billion in electromechanical products, lighting equipment and TV set-top boxes. If the company lags behind the introduction of the above two drafts, it will inevitably cause heavy losses to exports.
In the process of the electromechanical industry being struggling to cope with various environmental safety barriers, the price advantage is weakened, the low-end of the industrial chain, and the lack of pressure preparation are constantly exposed. The inspection and quarantine department reminds lamps and set-top boxes enterprises to achieve sustainable development and eliminate the above drawbacks. We must start from two aspects: First, deepen the awareness of energy conservation and environmental protection in supply chain management, optimization of production processes, product design concepts, adjust market strategies, make full use of technological advantages, and invest in foreign countries to build factories and other industries to avoid barriers. risk. Second, fully understand the pressures and risks of the implementation of the EU Directive, turn challenges into opportunities, expand export opportunities, adopt energy-saving and environmentally-friendly raw materials and components that meet energy utilization requirements, improve the entire industrial chain, upgrade products, and accelerate product exports.
