The Provincial Government Office recently issued the "Notice on Further Strengthening the Energy Conservation Work in the Service Industry", requesting that the province's service industry's GDP energy consumption be reduced by 25% during the "Eleventh Five-Year Plan" period. To this end, the province will adopt a series of energy saving measures in accommodation, public facilities, government agencies, transportation and other aspects.
In 2005, the province's service industry's energy consumption accounted for 11.5% of the province's total energy consumption. The energy consumption per unit of GDP was 0.46 tons at the end of the “fifteenth†period, marking coal/10,000 yuan, 9.2 percentage points higher than the national average. According to the "Notice" arrangement, the focus of energy conservation and consumption reduction in the service industry will be placed on several large energy-consuming households such as accommodation, catering, public facilities and government agencies.
During the “Eleventh Five-Year Plan†period, the province will vigorously promote the development of budget hotels, and advocate the catering industry to provide large, medium and small-scale food service to meet the consumption needs of different customers; urban public facilities should generally adopt energy-saving equipment and lamps. It is strictly forbidden to engage in unrealistic "urban lighting", "urban beautification" and other image projects and brilliance projects, to control municipal, advertising, shop recruitment and use of electricity, to reduce the opening of some street lights; relevant government departments to develop and implement institutional office resource conservation Standard, official vehicle and office equipment configuration standards, installation or replacement of energy-saving lamps, air conditioners and office equipment to achieve government energy-saving procurement and energy saving for official vehicles.
