2. Project Overview and Bidding Scope

2.1 Bidding scope: The Zhangjiakou City Branch of China United Network Communications Co., Ltd. will use the city's winter heating coal-fired projects from 2016 to 2017 to purchase approximately 1801 tons of coal for winter heating (lump coal).

2.2 Budget Amount: Approximately RMB 1.03 million.

2.3 Service Location: Zhangjiakou City, Hebei Province.

2.4 Division of tenders: This project does not divide tenders and it is proposed to select two winning bidders. The first successful candidates: Yu County, Chicheng, Xuanhua, Huai'an, Yangyuan, accounted for approximately 62% of the total. The second successful candidate: Zhang Bei, Kang Bao, Wu Yuan, Shang Yi, Huailai, Zhuo Lu, Wan Quan, Xia Garden, the urban area, and Chongli account for about 38% of the total.

3. Bidder qualification requirements

3.1 Qualification conditions:

1) It has an independent legal personality, a legal person business license has a corresponding business scope, and it pays legal business operators in accordance with law, with a registered capital of 3 million yuan or more;

2) The potential bidder must have the qualification of a VAT general taxpayer and be able to issue a formal VAT invoice that complies with the requirements of the tax law;

3) The Commonwealth does not accept bids for this purchase;

4) Potential bidders shall abide by the relevant laws and regulations such as the “PRC Bidding Law of the People's Republic of China” and comply with national laws and regulations, and record no violations.
