Pursuant to the "People's Republic of China Government Procurement Law," the following notice is hereby issued on the implementation of the "Announcement on the Implementation of Requirements for the Implementation of Compulsory Certification for Information Security Products" (No. 33 of 2009) of the General Administration of Quality Supervision, Inspection and Quarantine, the Ministry of Finance and the China Securities Regulatory Commission.

1. If state agencies, institutions, and organizations at all levels (hereinafter collectively referred to as "procurers") use fiscal funds to purchase information security products, they shall purchase state-certified information security products.

2. In government procurement activities, the purchaser or the procurement agency it commissions shall, in accordance with the provisions of the government procurement law, specify the requirements for obtaining information security certification in the government procurement tender documents (including negotiation documents and inquiry documents). , And require product suppliers to provide a valid certification issued by the China Information Security Certification Center in accordance with national standards.

3. Where the purchaser or the procurement agency he has commissioned has not purchased according to the above requirements, the relevant department shall handle it in accordance with the relevant laws, regulations and rules, and the financial department may refuse to pay the purchase fund as the case may be.
